In the fall of 2009, Senator Franken met with members of the Minnesota Workforce Council Association. He indicated interest in trying to implement a national version of the Minnesota Employment and Economic Development (MEED) program, which successfully put Minnesotans to work in the recession of the 1980s. Since then, MWCA and several other community-based organizations have created an ad-hoc workgroup to assist the Senator and his staff in crafting the bill language. The goal is to re-implement the successful elements of the bill and to modernize aspects that didn’t work as well the first time around.
In January, Senator Franken announced the introduction of this Minnesota-modeled legislation (click here for the Press Release). Senate leadership has indicated that they intend to pass several jobs-related initiatives over the next few months; Senator Franken and the organizations with whom he has been collaborating are hopeful that this legislation – and corresponding funding – will be a part of one of those packages.
